Q1 (together with R14,15 and C9,C10) should probably better be replaced
by a 1.8432MHz clock generator feeding to XIN of the UART.

IC 20 (as well as J5-7) is only necessary when board will also be used
from an external CPU (without local CPU).
If no external CPU is used, connect IC2 pin 15 to ground, and IC5 pins
20 and 22 to IC 1 pin 25.
Also connect all three lines from J6.

Watch out which speed version you are using, better get a 2MHz version
of 6502 and 6522.
